Let me get this straight, importing condoms made by a country with an out of control population? Okaaaaaay...

But we're talking about a country that doesn't necessarily utilise them for *cultural* reasons, more than anything. I mean, there are countries in Africa where the condoms are perfectly up-to-standard, but the people don't *utilise* them properly (claims of people putting them on their fingers, as per diagrams, etc.)
